In Chapter 17 "Engineering, in Table 17.1, under column "base time actions" there are two numbers listed for "Breach Hasty Roadblock" when do you use each number?

The smaller number is used when the engineer uses explosives (the amount of supplies in the supply column are considered explosives). The larger number is used when no explosives are used.
