However, the rules at 1.6.2 don't say what the effect of a non-penetrating bridge hit is.
So, what is the effect of a non-penetrating bridge critical hit?
Thanks

It is a bounce. The critical hit chart shows the Bridge-CT location enclosed in the dark black border, meaning it's armor protected.

Ok, time for an official clarification. The critical hit chart shows the Bridge-CT location enclosed in the dark black border, meaning it's armor protected.
However, the rules at 1.6.2 don't say what the effect of a non-penetrating bridge hit is.

Bridges are, by definition, unarmored. Consequently, all Bridge critical hits automatically penetrate and cause the full listed damage. There are NO non-penetrating Bridge critical hits.
Conning Towers are, by definition, armored. Any Conning Tower critical hit must first penetrate to cause the full listed damage. Any non-penetrating Conning Tower critical hits cause NO damage.

The CT armor would be the same as the ship's hull armor class. What is the armor rating of conning towers? Is it the hull rating(left rating on the ships log) or something else? It would seem that would be the answer but I imagine it can vary by ship.
Thanks,
Ed
