As I understand the rules USN 5" and smaller guns have flashless powder from the start and limited flashless power only applies to 6" and larger guns?

When a USN DD or cruiser fires starshell with their 5" DP or AA they do not illuminate themselves but they do give off a flash that would allow an enemy to target them with starshell in return?

Probably not. Common shell and starshell both used the same propellant. Starshell has a time delay before the parachute flare deploys.

That is correct. The primary difference is that flashless powder doesn't fully illuminate the firing ship.
