Can a ship "unwithdraw"?

Am currently in a game with 3 RN 5th rates against 1 USN 5th rates and 10 gunboats.  One of the RN 5th rates failed it's morale.  I have two questions

1.  Since it is in the middle of the line does it have to ask for permission to withdraw or does it just leave?

2.  I played #1 as it just left, signalling why as it went.  Now that it has been out of battle two turns it is down to 2 hull boxes out.  Can the Captain decide to return to the battle?

It would not have to ask permission as this is an involuntary withdrawl.

No, a ship with a Withdraw result must quit the battle (see section 12.5 Withdraw).
