Deck Armor vs. Belt Armor

Just picked up a set of rules and read  through them. One thing I am not clear on is when deck armor comes into play vs. Belt/Turret/Superstructure armor.  Since it's thinner for a the same class of ship, can it be penetrated by a shell that could not penetrate the same class of belt armor?

Deck and Belt armor are both expressed as a single value, the Belt Armor value (under section 1.6 Armor, there is chart that illustrates this relationship).  For combat, you would not differentiate between deck and belt hits as the Belt Armor value and the CRTs already account for this.

If you look closely at the gunnery charts, you'll see that shells at extreme range can penetrate more armour than when they are closer - this is accounting for plunging fire through the decks at very long ranges. So it is all built in to the gunnery chart.
