I registered my set of Mein Panzer Core rules and the message I got back stated I could now go to the Pivate download area but I can find it. Could someone please help? :)

In the left window (Main Menu) of the site, select Download Library. When the window opens Private Access Library will be at the bottom of the list. Select this. :)
