I suspect it is a typo. As you point out, all other references to Kent class cruisers in the original rules, Amendment 1, and HMAS Australia right next to it have CA.

DarrenB and co-diver,The British Kent class were among the early “treaty clad” cruisers built to conform to the Washington Naval Treaty maximum limits of 10,000 tons and 8” guns. They were lightly armoured [English spelling for these gals] with 1” turrets and side armour of various thickness of approximately 1”, except over the magazines. During the 1930s, plans were implemented to modernize these ships with 4-4½” side armour, upgraded AA and improved aircraft handling equipment, including hangars on some. Torpedo tubes were removed to help offset the added weight. These modifications varied from ship to ship, requiring a good source like Raven and Roberts’ British Cruisers of World War Two or Whitely’s Cruisers of World War Two to track the details.HMAS Canberra was one of the last scheduled to be modernized. Her refit was delayed by the outbreak of war in 1939 and never took place. She served in the Solomons Campaign with light armour, only four 4” AA and retained her torpedo tubes. Hence, she is shown on the Ship Logs with “CL” hull armour while Australia, which had just completed her refit, and the modernized Kent class ships are shown with “CA” hull armour. All retain “CL” armour on their unmodified turrets.Refits varied for the other County class cruisers as well. You’ll note HMS Norfolk on the GQ III Royal Navy Ship Logs retained her “CL” hull armour and torpedo tubes.LONNIE
