As I recall, both players were restricted to a daylight AA sailing formation and a surface combat formation that had to account for both daylight and night surface actions. As I am no longer using the play test version of the rules; I was going through the publish set. I came across a passage that seemed to differ from the above. It reads; "For all mission types, players should indicate their daytime AA formation. P (patrol), S (sweep) and C (convoy missions should have their daytime and nighttime surface engagement formations defined".

I understand the quoted statement to allow a Patrol, Sweep or Convoy mission to have two different surface engagement formations. One for daylight and a different one for night. Is my present understanding correct?

If my present understanding is correct; it greatly increases a player's tactical options prior to actual contact. In the case of the ANZACs with their sparse allotment of destroyers, it allows their cruisers to lead during daylight hours and then switch up at nightfall to limit their cruisers exposure to ambush. It allows the same for the Americans who must have their destroyers in the lead at night to allow the cruisers a chance to withdraw without getting mauled first.
