DCT or no DCT, the difference is devastating!

The simple question here is, in balancing a scenario, how much is a DCT worth? 

In particular this seems to apply to CAs and pDNs in some of  my FAI battles. 

Looking at for example British and German CAs with 9.2/8.2 ich main armament, they look, at first appearance, a decent match for each other, and using the VPs as a rough guide for design your own scenarios, they are all between 5 and 7 points, which were it not for the DCT issue again a rough match. 
 

In actual games, unless the visibility is very poor indeed, the German ships with DCT will make short work of a similar number of British CAs using only local control. 
 

I would suggest that other thing being equal, a ship with DCT is worth at least 2 similar ships without it, and possibly 3 or more, as in effect, they can keep the non DCT ships out of effective range and keep sniping at them until even long range gunnery produces results. 

Any opinions or comments most welcome.

No doubt, DCT vs. local, you're giving up ~ 5,000-6,000 yards of range, which is huge if you're willing to lay back, taking long-range shots, all while maintaining the range. However, if you're looking at German CA's, I believe there are only four: Gneisenau, Scharnhorst, Roon, and Yorck with DCT (some might throw Blucher in there as well). That whole middle section of the HSF OB is a gaping hole. Meanwhile, the Brits are awash with cruisers, DCT or not, and they sent them out in squadrons, not in pairs (generally). It seems to me highly unlikely that German heavy cruisers get an even-up fight with the Brits. Faced with the three Minotaur-class, if I'm commander of the pair of Roon-class, not maintaining range (in clear conditions) looks pretty ugly. 

 

So I guess the answer is, from my perspective, a DCT-equipped platform is probably worth 1.5X a local-equipped platform (round up). If you're the German with the inclination to approach the enemy and you're a great die-roller (I'm not), you gotta get the hits before the other guy closes the range. But if you don't shoot well, you've got a broadside of a dozen 9.2-inch and fifteen 7.5-inch staring at you...better get the chaplain up to the bridge.
