According to the American WW1 fire chart, 5” gun are able to rapid fire. Can the breech loading 5” still rapid fire. The example is the Denver class light cruiser; it had no main deck gun, just casement single barrelled weapons.

Yes, the 5"/50 (as mounted on the Denver) can achieve rapid fire. It wasn't uncommon for a hand loaded gun to have a rate of fire superior to a powered mount.
