CRT Question & USN Self Illumination

I've noticed on every CRT under the RFC a box highlighted in yellow that says; "3 EDR=Illuminated". I take it to mean that 3 equivalent hit die rolls causes a ship to be illuminated. But what ship? The ship causing the DR or the ship receiving them? I've looked through various rules sections that I thought might contain an explanation but have yet to find it. Could someone illuminate me on this subject. I havn't brought this up at the games I play in because I do not know the answer.

Also I know (now) that USN 8": fire illuminates the firing cruiser. Does that apply to all USN fire across the board at night?

Of course as soon as I had posted my question I thought of the optional rules section (duh) and of course I found the answers to all my questions there.
