Core Rules has a statement - Amphibious Vessels may make use of Fire-on-the-Move action while advancing toward the beach.  However a review of LVT, LCI, LCVP, and other amphibious craft equipment tables have "no" in their OM3 values.

 

Can you shoot from landing craft while they are moving toward the beach?  If so what would the OM3 value be?

I would say that the rule in the Core Rule Book may need to be changed. We can give this a discussion, but my feeling is that bobbing and weaving in the water makes shooting at a target with accuracy virtually impossible. The amphibious vehicle that have stabilization do have an OM3 number and they are at -11 to -12. So if we happen to want to change this then the OM3 modifier would have to be at least -15. Probability wise, I think that even if you were hoping for lucky hit that chanced would very slim to none as the HE miss table would probably put the shot off the chart for a "No-Effect".
