The rules state that 18" & 17.7" cause half hull damage on the M&T chart.

So on a roll of 1 or 12 - this would be 1/2 hull on both + collateral damage.

But then 14" & 15" in the SC section cause - one hull box + coll damage as standard damage and no more.

A discrepancy I suspect??.

Clarification:  All hits by small warhead torpedoes (18" and 17.7") cause half the listed hull point damage (instead 2 hull points, it would cause 1 hull point; instead 1 hull point, it would cause a half hull point).  For 14" and 15" hits, the MAXIMUM number of hull points caused is 1 (if the chart indicates 2 or more hull points of damage, this is reduced to 1 hull point) and in the case of a single hull point indicated that would be reduced to half a hull point.
