Allied and IJN Morale?

I'm wondering what the morale for the forces is, can't seem to find it in the rules. I'm assuming that Allied is regular and IJN is veteran. However, their charts have different values for all morale grades and the main rule book sayd that you roll a d6 with 1=Green, 2-4=Regular and 5-6=Veteran. What should I do?

Dicing for the morale level is probably best, also there would be very few Veteran units on the Allied side, for Allies roll D6-2. For IJN forces roll a D6-1, as they tended to be brittle in their engagements and retired relatively quickly.

I ended up dicing for the ship level when it had to make it's first check, using the normal procedure in MRB - 1 Green, 2-4 Regular, 5-6 Veteran. The two sides have different values at each level from one another already, so I figured that's the obvious way to do it. While the IJN as a force was cautious, it doesn't mean that an individual ship would be. In the event, the IJN ships that had to roll passed at first, but then one was sunk and the other dook damage and rolled a '12', so retired, but was already in the process of retiring anyway.
