GT 1 USN Basing

I noticed that in the pdf that the USN (USS Marblehead, DesRon 29 & DesDiv 58) are based at Surabaya on GT1 instead of at Tarakan. Never the less the Allied Command Decisions only allow for the USN to sortie a sweep or perform a transfer from Tarakan. So, which is it? Is USN based at Tarakan, or at Surabaya on GT1?

 

I am assuming that the USN is in fact based at Tarakan on GT1 and that the Surabaya listing on the OOB is a typo.

It says the base is Surabaya, but then it says "EASGROUP – Rear Admiral William Glassford at Tarakan:"  That's because Tarakan is not a "base" for the campaign, it's just where the EASGROUP Asiatic Fleet ships start on Turn 1.  I suppose it probably could have used a little more explanation.
 
Below it, it says "Note: All surviving EASGROUP ships allocated to a Sweep mission end this turn at Surabaya."
 
The only CD options EASGROUP has (and they can only do 1), on Turn 1 are:
1. Sortie a Sweep from Tarakan against the Eastern Attack Force.
2. Transfer ships from Tarakan to Singapore.
3. Transfer ships from Tarakan to Surabaya.
 
So at the end of Turn 1, EASGROUP will no longer be at Tarakan, they (or the survivors should they engage the EAF at Davao or Jolo) will be at a "base" - either Singapore or Surabaya.
