This was one of the more interesting options we came up with for Sudden Storm and one I personally recommend. It just barely missed being the actual rule for Japanese oil usage, but we decided on a simpler method in the end. Along with the submarine option, you can inject a lot of uncertainty into your games while maintaining historical fealty to the situation c.1937.
