Torpedo CRT Row Shifts

Gentlemen,

I would like to ask a rules clarification. How do you handle the following situation?

Weather is Force 8 Gale. A torpedo spread intersects a target through the stern arc. As per rule 1.4.6 (Ammendment 2), shift DOWN two rows for the stern arc aspect. As per rule 1.17.5 (also Ammendment 2), shift DOWN three rows for the bad weather. Obviously, these are cumulitave. If the five-row shift drops off the Torpedo CRT, do you A) resolve the torpedo interception on the lowest row of the table, or B) declare a miss, or C) something else?

B. Basically, the combination of conditions effectively makes a torpedo attack moot.
