Is there a rule for dispersing a unit in FAI? For example, if my cruiser squadron is getting the tar beaten out of it, can the individual ships be given a "head for the hills" command, every ship for herself, leaving the slower/damaged behind?

To my knowledge, no. That said, a commander can detach any ship at any time for any reason from a formation. Generally, this comes about as a result of damage that prevents a ship from maintaining its place in the squadron formation.
