Money taken out of account but site says payment problem.

I tried to buy GQ3 digital edition with my debit card but got a message saying there was a payment problem. Thinking i had incorrectly entered my card number I tried again with the same result. I then checked my bank account and noticed that the money had been taken out of my account both times. How do I get my digital copy of GQ3 and get a refund on the second purchase?
