How does the rules handle troop quality

Hello all, 

I am looking for a set of small scale rules and from what I've seen MP ticks most boxes.

However, how does it handle, say, a veteran German tank being able to shoot up several Russian ones.  I am wary of rules that just base stats on hardware and do not take into account the human "software". In other words, how does it handle "skill" and those other human qualities over and above "gear."

MP includes a Troop Quality Table for each nationality by troop type which includes ratings for morale, recovery, firepower, command distance, etc.

Troop Quality (TQ) is the foundation of Mein Panzer Core Rules.

 

When you start an attack, you have to "hit" a target first.  TQ is the starting point.   This is the "How well trained are your troops?" question.  MP has TQ stats for various {untrained, green, regular, veteran, and elite} troops.   You can also add in the Command and Morale chapters to further test your troops in combat to get a more realistic (as the dice roll) sense of their behavior under fire.

Basically, everything in Mein Panzer revolves around troop quality.  As already stated by Kenny, Troop Quality is the starting point for most of the calculations you will be making.  It is the base point for all other modifiers. 

Also interesting is that each nationality has its own troop quality ratings from Conscript to Green to Regular to Veteran, and finally Elite.  A German Regular for instance has a slight advantage over a British Regular.  I really like the concept of troop quality in Mein Panzer and this is my go-to set of WWII miniature rules.

To get started do I need the Core Rules and the WW2 Data set thing?

You need the Core rules first.   There is sample data for WWII including TQ data in the Core Rules book.   If you want more complete / comprehensive data then the WWII Databook is your bet.

I am really like the tone of the rulebook. Lovely stuff,

 

I want to use it for WW1 6mm really. I've seen a few makers, but if anyone can convince me which are good!

I am after a WW1 figure range, 6mm, that is comprehensive enough to cover not just the major nations,  Heroics & Ross seem ok.  GHQ sadly don't do WW1.

Oh  Ok.   Miniatures.   We use 15mm figures for WWI.   This is due to the era was mostly infantry / trench battles thus smaller table space needed.   I do have a convention scenario where the first tank on tank (British male and female vs German AV7) occurred.   Will have to dig that up.   As I recall the Male broke down (House rule) and the 2 females attacked the 2 AV7s.  But it was the British infantry with Lewis guns at short range that "killed" the AV7s.   All the players agreed it was a fun game.

 

As for miniature recommendations,  try Pendraken I believe they have a fair WWI range.
