Situation, German tank units are advancing on a stationary British units. All German units have moved this turn. And the turn now ends. 

 

New Turn, British win initiative and activate a stationary unit to fire on one of the German units in Phase 1. Does the Direct Fire modifier of  "-1 Vehicle Moving Normally" apply since the German unit moved last turn. Or since it is a new turn, and the target has not yet been activated, do I treat the German target as stationary? 

 

Until now I treated the target as stationary as my concern was that it might be difficult to remember which units moved last turn, (all activation markers removed at beginning of the turn) and the target German unit, may or may not move during their activation this turn.

You take DF modifiers based on the targets "last activation"  In this case the Germans moved last activation therefore are considered still moving and the -1 applies.  These type of questions can usually be answered by asking what did the unit do last activation.

Then it makes sense that if the last thing target unit did use evasive movement, then I should apply both modifiers?

No,  you only can use one or  the other.   If the target vehicle is moving, is it a normal move (-1) or evasive move (-5)?

 

Performing an evasive move means the driver is speeding up / slowing down and or moving erratically to make an attacker's aim harder.  And it cost the moving vehicle 1/2 it's PIP cost.  So if a vehicle moves 6 pips normally then when using evasive movement it only moves 3 pips

Thank you Kenny, On page 6.3 it says "When taking an Evasive Move, the stand must move a distance equal to its Cross-Country speed, minus 2 (CC-2)." Currently If I'm using both my action to move plus bonus move, I'm subtracting a total of 4.
