Several units have several different weapons listed with their stats.  Does this mean that they would have mixed weapons, or would have different weapons at different times?

It could mean both. To keep play simple I would take the stats of the most common weapon and use that. Some units did change weapons during the period.  Depending on the time  period you are playing, I would use the weapon unit was armed at the time..
