For CLs, it would appear that doctrine would drive the issue and the design. As they stand now, the CRTs pretty much reflect this with only the USN, RN and KM having any rapid fire capability with CL type guns. For DDs and secondary mounts (especially dual purpose mounts), rapid fire appears to be a more universal doctrine. For these weapons, the goal was a design optimized for rapid fire. Not all were successful, however, since getting the design right proved difficult (the US acheive phenomenal success with their 5"/38 while the French had no end of trouble with their twin mounted 5.5"/45). For these, a case by case examination of the weapons would be required.
