While all of the IJN ship logs have the Radar designation on the right side, many don't have a + or - next to it just a shaded out box (eg Aoba).

Does the absence of a + or - indicate they don't have Radar?

Also, some of the big IJN ships (e.g. Hiei) have the RFC designation, but they also don't have a + or - next to it. Do these ships have RFC or not?

If there is no +, -, or = designation next to the radar in question, then that ship does not have that radar capacity. Very few of the major IJN ships have any RFC and the minor ships may, at best, only have search radar.
