A quick question re rule 7.14.4 in FAI. Do secondary/tertiary batteries of 6inch or 6.7inch also count as an AA strength of 1 per box when firing at small craft ?

No.
I am guessing you're speaking about combat against CMB or MAS boats.
If this is the case then against those particular targets the larger guns of this era simply do not have the train-rate.
(They put those smaller guns on shipboard for a very good reason.)
The rule exists to reflect actual results and for the sake of playability.
But if you're talking about drifters, barges and (sigh) fishing smacks, . . . well, feel free to "swat flies" with main batteries.
