Hello,
You cannot reload guns while turning more than the minimum, or tacking, because the crew are busy (and also perhaps the ship is heeling too much to haul the guns about). But how many crew does it need? If a ship is reduced to the minimum crew can she still turn or tack? Or does it require the same number of crew as changing sail set, but just for one phase?
What about changes of speed? How many crew does that need?
